Where do I file a bug about failsafe mode?

I recently mixed up my screen resolution (bug 304955), and attempted to log back in in failsafe mode to fix it. However, the invalid resolution was used for my failsafe-mode login. (It was *not*, however, used for the "terminal-only" login, which popped up an xterm.) I ended up having to make a new user account with a plain profile (moving away .gconf* and .gnome* in my home directory didn't help) so I could Google for an answer ("rm ~/.config/monitors.xml").

This is exactly the sort of situation that failsafe mode was designed to prevent--a mixed-up user profile making the account unusable--and it's not doing it. Where do I file the bug?

I should add that I'm running plain Ubuntu, and this is the GNOME failsafe mode that I'm referring to.
