Installing package from a usb drive using synaptic

I have recently installed Ubuntu 8.10 and I don't have an internet connection at my house. What I do is that I download individual packages from my work and manually installed it to my computer. Some work well and was installed perfectly but others require a chain of dependecies especially when I try to install gstreamer0.10-ffmpeg_0.10.5-1_i386.deb.

Even though I have completed downloading (from the office) and installing (back at home, manually) all the required dependencies including gstreamer0.10-ffmpeg_0.10.5-1_i386.deb I still can't play a single mp3 file.

Is there a way to use synaptic to install packages and updates from a local source such as a usb drive and not only from the internet or CD.

If you want to play mp3 by using rythmbox, you can play it after installing ubuntu-restricted extras ...
