Nautilus - "Apply Permissions to Enclosed Files" non functional

Clicking the "Apply Permissions to Enclosed Files" under the permissions tab in a folders properties is non functional.
Non of the permissions of the files contained within the folder were changed.
Attempted to do this as root user with same result.
Why is this button there if it clearly does not work?

If you want to run nautilus as root
Press ALT+F2
type gksudo nautilus

Enter your password if asked

Now do what you want

As mentioned in the initial report this method has already been attempted and does not work!
