which package configure the source.list file

I'm trying to create a custom alternate installer. It installs some other packages by the use of a custom preseed file.
The problem is that I want to change the default repositories to use a local copy I have in my network but I don't know which package generate the first /etc/apt/sources.list to modify it and put only MY repo.

There's not a huge amount, granted.

It always used to be the apt-setup command that generated the sources.list, not sure if that's still true. More info here:-

Which mentions apt-setup, but given its about hoary, its a bit old.
