Ubuntu 16.04 High memory Startup

Ubuntu 16.04 LTS 32-bit
Memory: 1.9 GiB
Processor: Intel® Celeron(R) CPU G1840 @ 2.80GHz × 2
Graphics: Intel® Haswell Desktop x86/MMX/SSE2
Disk: 490.1 GB

Memory after startup with “System memory” is:
Memory 1.5 GIB (81.8%) of 1.9 GIB
Swap 44.4 MiB

Because of this, opening applications take very long time.
The boot up after press the computer button takes just over 3 minutes.
Closing Firefox with with five or six tabs open then Shut down computer
it comes to a page counting a group with 5 dots for long time until it goes off.
I know Ubuntu is better than this, how to fine tune this .

I suggest testing Lubuntu 16.04.2 64-bit in a LiveUSB session.

 Your CPU is 64-bit, so why use the 32-bit version of Ubuntu?

You can get the 64-bit .iso image here:

http://cdimage.ubuntu.com/lubuntu/releases/16.04/release/lubuntu-16.04.2-desktop-amd64.iso

It could be that that newer Lubuntu version will run better on your PC, because it's desktop interface requires less memory than Ubuntu.
