Cant shutdown Ubuntu

Hi all using Ubuntu 8.04.

I used to be able to restart and shutdown using the top right hand Icon.

But now on the menu all there is only this below.

Log Out
Lock Screen
Switch User
Suspend
Hibernate.

And Cancel.

I have lost the 2 other option of Restart and Shutdown.

How can I get this back please, right now I am having to use my Reset button on the PC tower case.

Its Ok done it, I went back the the System/Administration/Login Window
And I used the Show Actions option.
