I have flash with 16.10 on it and want to change to 16.04

When I plug the flash in on this computer this computer running 14.04 it does not see the drive, but my other computer will boot from it. It is an older computer but seems to have some problems with 16.10. I made the flash drive buy copying the .iso file to it using this computer.
How do I clean the 16.10 off the flash drive?

Use gparted. It can delete the partition on the USB (be sure you select the right device to manipulate in the GUI). Deleting the partition will destroy the data on it.

If you want to use the device to install Ubuntu from an ISO you need software like Unetbootin to transfer it across properly. Just copying the ISO as a single file won't give you a bootable USB stick.

As I remember I just used the file system to transfer the .iso file to the new flash drive. Perhaps the flash drive had some software on it that made it work. Now I do not see the flash drive on this computer. It shows on boot with F12 as a possible boot source. It is shown as bus 2 device 2 on lsusb and "lsusb -s 2.2" shows the correct device. It is a PNY dongle. I don't know how to specify that to gparted.
