error on apt-get update

Binary package hint: update-apt

I can't get any updates. Using the GUI simply tells me there are no updates and that my system was updated 1 hour ago, when in fact it's been over 24 hours.

Using apt-get update returns the following error:

E: Could not open lock file /var/lib/apt/lists/lock - open (13 Permission denied)
E: Unable to lock the list directory

The file is owned by root, permissions are owner read and write, group read only and others none.

Whatever the reason, I can now get updates - after about 54 hours, I am downloading 97 updates, including the update manager.

I suppose a problem that solves itself isn't a problem; just a solid OS.
