Ubunte 16.4 ubstalled apt-get is not working. it says can not locate program. will not update either

I need help. I am new at Ubuntu. It is installed but the apt-get will not install php, mysql or any of the programs I need to install ehr. when I tried updating, an error came up stating unable to fetch. is there anyway someone can log on to my system remotely to help?

For diagnostic purposes please proceed as follows:

Open a terminal window (e.g. by simultaneously pressing ctrl-alt-t) and enter the following commands

uname -a
lsb_release -crid
sudo apt-get update

(The last command will ask for your password as a confirmation for an administrative action. When entering the password you will no get any feedback, not even '*' placeholders.)

When this is done, use the terminal window's menu entries "edit - select all" and "edit - copy" and finally paste all output as a new response into this question document.
