This is for Hardy 32bits release of ubuntu
http://www.getdeb.net/search.php?keywords=ubuntu+tweak

Click on "Download: ubuntu-tweak (732.3 kB)" and select Open With Gdebi

Hope this helps

I have already mentioned that this solution did not work.

Don't worry, this sometimes happens with Firefox (for some weird reason :-])

When this occurs, instead of opening it, save it to somewhere in your home directory (click on your Desktop), and when it is there, double click on it, and gDebi should now open it successfully.

Hope This Helps
