creating and populating a vm

I can create a VM in 16.10 using aqemu. however I cannot populate it with kali-linux

Then ask on the Kali Linux forum why their distribution doesn't install. It won't work as you want in a VM anyway.

Kali isn't supported here. It has its own forums and community. It's also based on Debian so is absolutely nothing to do with Ubuntu

Got VB installed. Went to open it and got this error message. Have not put anything in the box yet.
VT-x is disabled in the BIOS for all CPU modes (VERR_VMX_MSR_ALL_VMX_DISABLED).

I'm not worried about populating it right now, just want to get the VB to start.

You have to enter BIOS setup and enable virtualization there.
