getting /var/www/cgi-bin in file system

I am using ubuntu 7.4 and i am new to linux.I am recently facing problem that i dont have /var/www/cgi-bin directory in my file system and i want this to be part as my file system. Can anybody tell me what extra packages do i need to install?

Your suggestions would be more helpful.

you have to install libapache2-mod-perl2 and perl
