if you have "Applications, Places, System" menus along the top left and it looks predominantly brownish in colour it's GNOME.
If you have a menu only in the bottom left and the clock in the bottom right and it looks predominantly blueish in colour, it's KDE.

What did you try to do to install a theme?

I went to a website i found here, downloaded them, tried to install from the theme manager, and went in and extracted them directly into my theme folder : home/steve/.themes : the site looked to have a few choices for themes extension wise, and i tried them all i think

Can you take us through the exact steps to reproduce the problem, including
a link to whatever theme you are trying to use, and any messages that
appear. The more detailed your reply the easier it is for us to help.

I download it. I extract it in the directory hom/ste/.themes
gives me error invalid format.
The website you sent me to earlier. the tuorial sent me to art.gnome.org
tried to drag & drop into the theme manager. first one did not work, but i saw that it was something different. I tried a desktop theme, it said it was successful, but nothing is in my manager. other than that its the invalid format

That site contains an XFCE theme, not a GNOME or KDE theme. Are you running XFCE, GNOME or KDE?

If GNOME there is a GTK+ (GNOME) version of the theme here (linked on the page you pasted:-

Ubuntu == GNOME
Kubuntu == KDE
Xubuntu == Xfce

Since you're using Ubuntu, your windows environment is GNOME. A wide range of themes for GNOME is available at http://www.gnome-look.org.
