Should existings upstream bugs be filed against Ubuntu as well?

I've come across a bug, and have found it in an upstream bug tracking system, but not in Launchpad. Should I file a bug here as well, against Ubuntu, and immediately link it to the upstream report?

On the one hand, it could be considered just useless 'noise', but on the other, somebody not familiar with upstream BTS's might file such a bug if it weren't already on Launchpad, and bring about the usual process of confirming, triaging and so on - resources which could be used elsewhere, had the filer found the bug already reported on Launchpad.

I'm in the very same situation as Jeroen and asked myself the same question. It has never been answered. What is the official policy on that?
