Try switching from the Indian country repository server to another server in your vicinity, or eventually to the central repository server.

Also, try:
cd $HOME
wget https:/
chmod +x ./fixpackage
sudo ./fixpackage
hope that helps.

Do you still get the same error message when you try installing updates?
If yes, you could try installing the package that you downloaded.
sudo dpkg --install docbook-
What do you get as results?

That "hash sum mismatch" is strange and should not show up. Maybe the following provides an indication what and where the cause might be:
Try the following commands:
sudo rm /var/cache/
sudo rm /var/cache/
sudo apt-get --download-only install kde-runtime-data
md5sum /var/cache/
grep "Package: kde-runtime-data" /var/lib/
and copy/paste all output into this question document.
(remark: on my system the md5 value is 982b1a1f373e7be

Ok, now what is the output of
md5sum /var/cache/
It seems that you have a certain problem in your internet connection, such that certain files get broken during download.

md5sum /var/cache/

The md5sum command gives the wrong result, which is an indication that the file got broken during transfer.
For further diagnostics try the following:
cd /var/cache/
sudo rm kde-runtime-
sudo apt-get --download-only install kde-runtime-data
md5sum kde-runtime-
sudo rm kde-runtime-
sudo apt-get --download-only install kde-runtime-data
md5sum kde-runtime-
sudo rm kde-runtime-
sudo apt-get --download-only install kde-runtime-data
md5sum kde-runtime-
This will show whether the problem/error is consistent or not (always the same wrong md5 value or different ones).

Ok, the md5value is always the same (but wrong). This is quite inexplicable to me.
Try the following in a terminal:
cd
rm -f kde-runtime-
wget http://
md5sum kde-runtime-
If the result is different from 982b1a1f373e7be
rm -f kde-runtime-
wget http://
md5sum kde-runtime-
If the result is different from 982b1a1f373e7be
rm -f kde-runtime-
wget http://
md5sum kde-runtime-
and finally copy/paste the results back into the question document.

You could force install the deb, or switch to a different package source

Finally okular installed and working properly.
