How do I add a suggestion/comment for a Blueprint (on launchpad.net )?

The Blueprints area seems like it should either have an attached discussion thread, or some other means of hashing out the details of the blueprint. However I cannot seem to find one under that area, or a link to a better area for such a function.

Well, I suggest that try going to the Project, then the Blueprint and finally try to put in the Answer section of the Project.

Isn't the whiteboard supposed to do just that ? You can edit it and add comments.
