Is there a greeting card creating program that runs on Linux, using ones own photos? Is this possible on Gimp?

Everything is possible with The Gimp, depending on the time you're willing to spend on it ;) ...

You could also have a look at Scribus. It's a desktop publishing application and it's available in the repositories.
