Locked directory, need superuser reconfigure dpkg How?

16.10 installed - no dvd player...
followed old vlc install instructions on forum
got to microsoft eula, could not okay t&c so closed terminal
now dpkg interrupted E
Package manager says manually run 'dpkg --configure -a'
so need superuser to reconfigure How?
Found correct instructions now on Ubuntu but can't do until error cleared
LXterminal E: dpkg was interrupted, you must manually run 'sudo dpkg --configure -a' to correct the problem.

In any case isn't smplayer recommended? Installed that from Software -did nothing. zero bytes. (same for Weather)

This is Lubuntu btw
Seen same E's as ben johnson's complete mess ending:
E: Could not open lock file /var/lib/dpkg/lock - open (13: Permission denied)
E: Unable to lock the administration directory (/var/lib/dpkg/), are you root?

Instead of 'dpkg --configure -a' you have to use 'sudo dpkg --configure -a' to execute that command with administrative authorizations.

Package Manager now okay and MS eula okay and DVD of Dangerous Liaisons (how appropriate) plays fine on Gnome.
