Theme hides text

In the theme High Contrast, many webpages are unreadable. The Theme normally darkens the background and makes text white. In many cases, webpages have backgrounds that are unaffected by this and text that is affected. One example is the Ubuntu website. Text can be read by highlighting. Is there a way to use the theme locally but not for webpages, or an intelligent version that does not make pages unreadable?
