Cannot turn Bluetooth on

I have Ubuntu 16.04LTS and I am unable to turn Bluetooth on. Just got a new keyboard and just noticed it doesn't have any blue FN keys. What I am trying to do is transferr photos from an iPad to a Linux Computer. So far without any success. I assumed I needed to have Bluetooth turned on, but unable to turn it on. How do I turn it on and are there any packages that need installed to transfer photos?

Thanks Michael. I talked with my son who is a computer programmer and also the one who gave me my laptop several years ago. He said even though Ubuntu has the bluetooth capabilities, that he didn't think my laptop has Bluetooth capabilities. He walked me though with what to do to get the laptop to 'SEE' the iPad but since he couldn't see the iPad over the phone he wasn't able to tell me how to get it to 'SEE' the laptop. But, he will be coming up in a couple weeks and will show me at that time.
