Slowness: How to troubleshoot Internet Browsing and Overall Performance 16.04

IS it just me or many people is having a similar issue of Slowness:

I usually have 12 tabs open in google chrome, and other 12 in firefox, plus may other programs and cLI at the same time, even youtube running on other tabs with some cool music, but, It is killing me, it takes forever to even switch from one tab to another.

fyi: It is not the internet speed because my daughter was using her laptop watching netflix and it was fliying with no problem.

Looks fine. You could try the Intel driver installer. OmgUbuntu has a guide

I would like to say that after many days of research, posting questions here and at askubuntu regarding Slowness: http://askubuntu.com/questions/863959/16-04-performance-slowness/866305#866305 ,I discovered myself an interesting issue, which I am not sure if I had to start that way.

I came across the issue because I was playing with my baby daughter while I was studying in her bedroom, so I took my computer and used it through wireless.
The first thing I noticed was that even though the power cable was connected and the little power Icon at the top was showing like if it was charging, When I disconnected it, the power level was at 29% (I was expecting it to be at 100%) But!, speed returned. The computer went fast again.
I went back to Desk and reconnected it, and computer turned back to slow.

To be more clear, the slowness experienced was whenever I was browsing internet. I would try to over on a link and it would take maybe 1 or 2 seconds to display the list of options or that it would take a while to change color (in case of hoverable <a tags>.

I checked the cable and it was not charging the computer well. I moved it a little bit and it started charging again.

This happened to me in a computer DELL: Here is my
