For the multimedia codecs, see https://help.ubuntu.com/community/RestrictedFormats, https://help.ubuntu.com/7.10/musicvideophotos/C/codecs.html, https://help.ubuntu.com/7.10/musicvideophotos/C/video.html#video-badformats and http://www.medibuntu.org/ for more information. Although some documents are created for 7.10 the steps provided will be similar when using Hardy.

The second question depends. You cannot use software developed for Windows on Linux unless you want to emulate it. Some software however is available on both platforms. Examples are Firefox and OpenOffice which can be installed using Synaptic. Take a look at the how-to on https://help.ubuntu.com/community/SynapticHowto. If the software application you need is available on Linux, take a look at Synaptic to see if it's available before attempting to install it from scratch. If it is not available on Linux you could try to emulate it using Wine (https://help.ubuntu.com/community/Wine).
