Have you installed a proxy or anything else lately?
Seem to be a proxy setting related issue. Try to check your proxy settings (System->Preferences->Proxy) maybe they are wrong.

Ok, let's try this.
4001 is the default port of java anon-proxy, that set a variable named $http_proxy or so.
Do the command 'set | grep proxy' on command line, to see if this variable is actually set. If true, try to unset it and do a new sudo apt-get update and see if it's all ok.

Try this.

Get into synaptic and select

"Download from best server".

This will select the server of its own.
It may solve your problem.

Can you help with this problem?
