I can not access my dspace system when updated from ubuntu server 12.04 to 14.04

Hello,
I have upgraded from ubuntu server 12.04 LTS to ubuntu server 14.04 LTS.
Before I had my dspace running well and accessible as well. But since I upgraded the OS then I get error saying "This site can’t be reached

10.106.0.13 refused to connect."

What is posible cause of this error?
How can I solve this problem?
