how to turn a windows .exe into iso using ubuntu

I have a MS Windows .exe that I wish to make an iso from to be burnt to bootable CD for a friend.

The file is WindowsXP-KB936929-SP3-x86-ENU.

Its a long story and I do not wish to go into detail. I am attempting to get them onto Ubuntu Mate. He was/is a biological scientist
and its going to be a long slow process to convince him to upgrade OS.

What is the exe? You can't make a bootable CD from just one file.

The KB isn't to be used in a bootable way. You boot to Windows and then run it. It's just a service pack. Why would you want to boot to a service pack file when you need Windows to be running to then apply the service pack to it?

Just burn the file to a CD as a file. When you put the CD into a Windows PC you can run the installer. There is no need to "make an ISO" of the file.
