Slow Xubuntu Task Shutdown

When closing a program such as Firefox, as an example, the program closes but cannot be opened again right away because the task is still shown as running in the Task Manager. This can take a minute or more to finally stop before the program can be started again.

Why is task manager still showing the program as still running?

Xubuntu 14.04.4 on Processor 2x AMD Athlon(tm) 64 X2 Dual Core Processor 4800+ with Memory = 3980MB 1493MB used)

Appears to be one of the great unknowns about the inner workings of the OS. Such instability has forced a complete OS reinstall to get things working again. However, that should never be necessary.
