Should startx be quarantined?

More than a year ago, I used the documentation in the man pages and in /usr/share/doc/{x*,xserver-xorg-input-synaptics} and /usr/share/X11 to try to create a /etc/X11/xorg.conf configuration for touchpad circular scrolling. I'm aware that one can use "synclient" and "xinput" to do the same thing, but this seems to be the best way. The instruction states to use "startx" to start the X server after the configuration file is made. Circular scrolling does not start immediately after this is done, and, if one logs out, it is absolutely impossible to log in again and "Ctr-Alt-F2" doesn't give you any power to fix anything. An absolute immediate reinstall of the operating system seems to be the only way to fix the problem. Failsafe doesn't help and seems to have a bug in it.

Assuming I did this right, do you have anything to say (I don't have the file here to show anymore)?

If I did this wrong, what could I possibly have done?

I can't keep reinstalling to find out what is happening: it might have been fixed in this time.

If you try to create an "xorg.conf" file this way, back up everything on your hard drive. This is not something you just do on a whim.
