amd Dual Monitor Works, but not After That.

 Been struggling with this problem for about a year (15 distros and DE's). Keeping this with xubuntu.

 I have dual monitors, computer monitor, acer DVI, other monitor is HDTV, hooked up VGA.

 I have to boot with the computer monitor only, then, after boot up, then plug in the TV. I then go in and set it up in "Display".
 Both monitors work, but if I shut off the computer, the next time I come back, the TV doesn't show up.

I have computer monitor set as "primary." It does list computer monitor as #2, and TV as #1.

 The only distro that I can get to work is Mint 17.3 (flrgx). Mint 18 has no other drivers listed.

  I notice Xubuntu has another driver listed, amd proprietary. Many other distros will only work on the TV, not on the acer, so xubuntu is really good that it even shows up on the computer monitor.

What can I do to make it keep showing up on both monitors without having to unplug the TV each time I boot, and, what about the proprietary video driver?
