When I restart the system on 16.04 it asks me to unlock the crypt instead of going on to the log in screen? is that right, only that it does not allow me to enter the password until I restart a second time. Surely it should just go to the login screen when I turn the computer on like windows.... or am I wrong?

From what you have described I don't think there is a second restart.

If you installed 16.04 and specified full disk encryption then the expected boot behavior is to ask for the crypt password to unlock the disk - once successfully entered the boot process continues and takes you the the login screen to enter your user account password (ideally these are different and both strong passwords).
