why hasn't libunistring been updated since 2010?

libunistring is widely used to provide unicode support in ubuntu. Unistring 0.9.3 supports version 7 unicode and is 6 years old. The current version 0.9.6 supports version 9 of unicode. Version 9 has more than 14,000 more codepoints and supports emojis.

Why hasn't if been updated? I've checked and it appears it will not change in Unbuntu 16.10.
