You can find a tutorial on how to make Ubuntu look like Mac OS X at http://linuxondesktop.blogspot.com/2008/05/transforming-your-ubuntu-804-desktop-to.html. It also explains how to create the typical Mac dock with Avant Windows Navigator so most likely this is all you will need.

Something similar for Ubuntu is Avant Window Navigator (Awn). It's a dock-like bar which sits at the bottom of the screen. It has support for launchers, task lists, and third party applets. You can add it from Ubuntu repositories. If you want more informations you can visit the page of the progect: https://launchpad.net/awn
Here you can find useful links, info on install and features.
The official applet and plugin repository is in a separate project, awn-extras: https://launchpad.net/awn-extras,
which wasn't included in Hardy repositories, and must be installed separately. Anyway every info is on the webpage.
Awn si highly customizable, so you can make it look just like the Apple tool bal if you desire.
Have fun! :)
