Changing permissions of 'user' & 'user/home' from terminal

hi,
i was a window user now using UBUNTU (daily updated) and had accidentally changed file permission of user and its sub directories and now this is a great trouble to me as i am a begginer for ubuntu please help me.
the sytem after restarting after looging in gives message '.../.ICEauthority' file cannot be writeable (some kind of like that) please reprort as a GNOME bug. and then comes back to the login window.
my precious data is in the drive and i cant format it just want to start ubuntu to its previous condition.
i know this is because i changed the file permission so please their is any way to get back those permission please tell me in the way as a window user. so that its easy for me to do.
