AMD 64 X2 Dual core running 100% on one core

I have a HP Pavilion A4313 with a AMD 64X2 dual core 2.4 Gb .I run a dual boot 14.04.5 LTS and 16.04.1 LTS On the 16.04 One processor runs 100% 100% of the time while the computer is on.The reason is the proses (gvsfd-smb-browse ID-3410
Mem-4.2 Priority-Mormal ) Runs CPU at 48 to 53 % all the time.Is this broken or a glitch ? 14.04 runs at 20% cpu at ideal
On the same computer.
