If you have downloaded the desktop live CD for Ubuntu 8.04, you just need to double-click the "Install" icon on the desktop to start it.
If you are using the "alternate" cd then ideally you wipe all existing partitions from the disk (which deletes ALL existing data) and the you install.

Did you download the CD or order it for delivery by mail?

Are you trying to boot from it when you switch the machine on or run Windows first and install Ubuntu then?

Did you burn the .iso file as a CD image and not as a data cd? Did you then set your BIOS to boot from the CD drive before the hard drive?

Copying an iso to a CD is not right.

Burning an iso is special and creates a special linux bootable disk.

Have a look at "BurningIsoHowto" on https://help.ubuntu.com/community/BurningIsoHowto
