You can filter each PPA, for the release you are using, to see if it has the version you want for your release. You then use the bold PPA address on the page to add the PPA. Eg:
sudo add-apt-repository addresshere
sudo apt-get update
You can then install packages from that PPA.

thus far i asked for a way to install chromium browser build 53x which is
the one that adobe fixed their their latest flash plugin for. the flash
does not work in 51x-52x. being sent to various places to get ppas and
seeing notes to open a terminal to type in some gibberish makes no sense to
me. to me a terminal is anyone of the browsers on my system like firefox,
browser, chromium and qupwhatever.

It's not, you just have to find a PPA with it in.

The terminal is used to answer the questions, the person helping you, needs to know, to tell you what to do. Some knowledge of the terminal is very helpful, when you have a problem. Please check site below.
http://
Adobe has some convoluted ways, in their way of working, with Linux (Ubuntu). This could be the cause of needing to use a PPA. I did some reading about installing the newest Chromium, it seems to be more complicated than it should be. I don't know why. This is in no way, being critical of you. I am only trying to help you get the information to Actionparsnip, he needs to solve your problem. Please check sites below.

I would like to ask you to always put the complete release number. Using 16x will work today, but next month, it will not be sufficient . 16.10 will come out, and 16.04 is out. They will be different, and respondents will need to know which you are using. Thank you for your understanding.
Michael

would be nice if new 16.10 would allow me to upgrade things like browsers
and apps from their source.

"would be nice if new 16.10 would allow me to upgrade things like browsers and apps from their source."
This is not Ubuntu's philosophy. Ubuntu aims to provide ready-packaged software that can easily be installed with the built-in tools, avoiding the need for complicated compilation of software from foreign sources.
Ubuntu 16.04 currently provides chromium-browser version 52.0
If you need a higher version, then you have the following possibilities:
1. build from source (it depends on google how complicated they want to make this, instruction was already given in response #4)
2. use the pre-packaged version from a PPA. In my opinion this is the easiest, as it need just three commands in a terminal window.
e.g.
sudo add-apt-repository ppa:saiarcot895
sudo apt-get update
sudo apt-get dist-upgrade

Copy the commands. One command per line into a terminal. You can bring up a terminal by pressing CTRL + ALT + T
When asked for your password, just type it. You will get no feedback as you type

qupzilla, firefox and chromium are web browsers and not a command terminal window.
You can search for the word terminal in the dash (the search box that is shown when you press the windows key), or you can simultaneously press ctr-alt-t to open a terminal window.
Then use the three commands as already given to install the most up-to-date version of chromium-browser.
Can you help with this problem?
Provide an answer of your own, or ask usmale for more information if necessary.
