The desktop bar is missing (8.04)

It happens half the time when I start Ubuntu:
I enter my user name/password and wait for the desktop to be set up. A message error pops up due to Gnome.
Then I can see my saved files on the desktop but the menu bar with "Applications Places System" is missing.Therefore I shut the system down, the error message still appears but this time the desktop bar appears.
Any idea for this probably typical issue?

Hi,

Here is the message:

"There was an error starting the GNOME settings Daemon. Some things, such as
themes or background settings may not work properly.
The last error message was:
Did not receive a reply. Possible causes include: the remote application did
not send a reply, the message bus security policy blocked the reply, the
reply time out expired, or the network connection was broken.
GNOME will still try to restart the settings Daemon next time you log on"

There is also a routine check of drives called /dev/sda1 which can only get
completed up to about 58%. So every time I start the computer I must skip
this check otherwise it takes too long.

Hello Reda,

this sounds serious. :-( Please let the check continue the next time even if it takes one day to perform. Your system was maybe shut down in an unexpected manner and the drive check must ensure there's no problem with the data on your HDD.

Further I recommend you to uncheck any session saving method for your X session. Then reboot the system. Before loging choose the session MANUALLY. Choose let's say GNOME and then log in. In case there's also a client script available for selection leave it behind for one session and choose it again the next time.

If everything else fails try to enter something in your shell like "sudo gnome-panel" (or without sudo). This should force recover the thing. Also try a google search ("+ubuntu +gnome +panel") or such...

Unfortunately I do not have the powers to change the state of this question to SOLVED, EXPIRED or INVALID. Someone here at Launchpad either grant me that permission or simply apply the change in state to this question, please.
