is there any command to select english as system language because my graphical option is not working.

First you have to install English (if you don't have it) -- the package is "language-pack-en".

Then edit file "/etc/environment" (e.g. using "sudo gedit /etc/environment").
Add line:

LANGUAGE="en_US:en_GB:en:"

-- you can also add more languages, you can see their codenames using command "locale -a".
