Windows APT repository

Is there any software to automatically access the Debian apt repositorys and automatically download all of the required .deb packages required for an app? I would need this software because my ubuntu machine does not have a network connection, and so far i am stuck with the packages that come with the install.

APTonCD is in the Ubuntu repositories, install open source wget on windows, and you would need a USB device such as a pen drive for transport
