Hello,

Wubi.exe is available on the Ubuntu Desktop 8.04 Live CD itself.
You don't need to download it separately.
Open the Ubuntu Live CD and run Wubi.exe, it's as simple as that.

ubuntu-8.04-desktop-i386 is packaged with Wubi, you don't require to download wubi separately. Burn the ubuntu iso to a cd and run from it. If you want to install Wubi-8.04.1-rev506 then you need to have ubuntu-8.04.1-desktop-i386 ( not ubuntu-8.04-desktop-i386 ) which you can get it from here http://releases.ubuntu.com/8.04.1/ and place the ubuntu-8.04.1-desktop-i386.iso file in the same directory as the wubi

For more info on Wubi check this site http://wubi-installer.org/faq.php
