Usually you can install it with:-
sudo apt-get install alien
but since Ubuntu 6.10s support period has ended a long time back and it's archives have been moved, you would have to find out the new location of the repositories or upgrade to a newer version of Ubuntu which is usually recommended since security vulnerabilities will no longer be fixed in 6.10.
