What do you mean by not able to install and configure proftpd?

Did you run "sudo apt-get install proftpd"? What kind of errors are you getting while installing or configuring it?

I'd already install the proftpd using that command, how can i configure my ftp so that users can login to it...??

There are numerous tutorials available on how to configure proftpd. It all somehow depends on what you want to do with it.

Some starting points:

The type of distribution you are using doesn't really matter most of the time. The Gentoo how-to should work perfectly when applied to your Ubuntu installation.
