upgrade manager says I can upgrade to 7.10 but installation fails

Try this to setup your software repositories

Go to System menu, Adminsitration and choose Software Sources.
Select "Other" from the "Download From" list and then click on Choose Best server button.

This should determine your closest repository and update the sources appropriately.

Then you can run Update Manager again.

try do apt-get update again...

if it's still failed, try change the repository and if you want to upgrade your feisty fawn to gutsy gibbon do apt-get dist-upgrade instead , it will upgrade your whole system
