I have a Dell Inspiron with intel core2 Duo 2.00 Ghz + 3GB Ram + Nvidia 8600M GT with 256 MB video RAM
Will Ubuntu be able Utilize my 3GB of RAM completely
and be able to detect my graphic card.

Yes, it should be able to detect your card and work with all 3Gb of RAM.
