upper tool bar vanished on new install

I some how managed to delete the upper tool bar. I don't have the Application or Places button or any of the other buttons for the upper tool bar. How do I fix this screwup?? Ubuntu 7.04 version. Thank you

Press Alt+F2. In displayed window write "gnome-terminal" (without quotation marks), it will start Terminal.

Use this command:

gconftool-2 --recursive-unset /apps/panel

to restore default settings. Now logout (Ctrl+Alt+Backspace).

Can you right-click on the lower toolbar and choose "New Panel"
That should make it appear again.

You will probably then need to add all the various items that you want on it.
Right click on the top toolbar and choose "add to panel"
