screenlets - what does treat as widget mean?

About gnome's screenlets, what does "treat as widget" mean? The info tooltip wasn't really helpful for that, it only said "treat this screenlet as a widget"

You can have Screenlets work with the Widget plugin of Compiz.
In the properties of each of the screenlets, set them to "Treat as widget" and "Stick to Desktop".
Then, you have to edit the Widget option in the window rules plugin, using CCSM, to:
name=screenletsd.py

Now enable the Widget plugin. By pressing F9, you can view the layer of screenlets as a widget layer.

Treat as widget send the screenlet to a widget layer than can be invoked over all windows by pressing F9.
