Removing ubuntu

If we remove the ubuntu from add or remove programs then the operating system will be completely deleted

The appropriate way is to restore Windows to the MBR, delete your linux partitions from a LiveCD, then resize your Windows partition to use the newly freed space. See here - http://ubuntuforums.org/showthread.php?t=508927

If you aren't using a dual boot setup and just have Ubuntu, and now you want to go back to Windows, simply insert your Windows CD, boot from it, and delete all the partitions from the drive and install Windows to it.
