When you last used that partision in windows it was not unmounted. This could be caused by an unclean shutdown (BSOD) or that the hd was desconnected. Ubuntu curantly cannot clean up after Windows. Please open this partision in windows and close it to make it acessable to ubuntu.

Alternatively you could try "sudo mount -a -o force" in a command line. This will force mount all unmounted drives, but isn't as clean as letting windows remount and unmount it properly by restarting and shutting down windows.
