save mouse setting

xset m 3/1 0 will not save setting. worked on 14.04 but not on 16.04 :(

 start up program
name Mouse
command xset m 3/1 0
comment Speed

not working^^

how do I set it to keep the setting so I don't have to put it in the terminal every time I boot up.

I not sure what a session is for computer
I know what it is with my guitar on hand. :)
