Questions about LTS policy

Hello.

Because Debian 3.0 is some old, and Debian 4.0 is delaying, I'm considering to use Ubuntu LTS as network monitoring server. As the word, long term support is very important condition, but LTS policy is ambiguous.
Here, I have two questions about LTS policy.

 As I know, LTS version is supported for 3 years on the desktop and 5 years on servers, and current LTS release is 6.06. Whether I use it as the desktop or server, it has same base file (eg. /etc/debian_version) and use same remote repository (/pub/ubuntu/dists/dapper/). What is correct classification of the packages? For instance, are GD-releated packages included desktop category? Some case, GD-related packages used as a part of server. It is very confusing.

Direct upgrade 5.04 to 6.10 is not possible. At first, I needed to upgrade to 5.10 then 6.10.
According to the web site (http://www.ubuntu.com/ubuntu/releases), upgrades will be supported from enterprise release to enterprise release. Is it mean that LTS release can be upgraded to next LTS relase?

If you do not have a problem with using apt-get to upgrade to the latest version every 6 months (regardless if it's LTS) you really don't need to worry about how long the old packages are supported with security fixes.

You are correct that the desktop and server versions have the same base however after the 3 years the desktop apps such as the desktop environment and all non-server software will not receive fixes.

It's difficult to say for certain whether it will definately be possible to upgrade from LTS to the next LTS release because there has so far only been one LTS release.

im using ulitmate ubuntu 6.10 at the moment and i had some issues with SSH, what ever that means? im new to linux and although im enjoying it im a little frustrated with it, im just grateful for forums where support is offered!! what i want to know is why is ultimate ubuntu not LTSed? will gutsy gibbon be supported long term? thanks for the support.
