upgrade to 8.04 without internet

How can I update my 7.10 to 8.04 without the internet, is there a cd I can get to do this?

You can use the Alternate CD to upgrade Ubuntu without the internet.

The Alternate CD may be found here:-

Ok a bit more info on pramod's answer

Firstly,I suggest you check out the download site http://www.ubuntu.com/getubuntu/download

Next,Choose a location near you and download the ISO. Then follow the directions at https://help.ubuntu.com/community/BurningIsoHowto (Burn your cd at a lower speed say at 4x and check your MD5 sums)

Bit info about MD5 sums:
With an md5 sum you can compare the contents of files. If your .iso file is defect (this can happen when you download it), it's md5sum would be different than that one on the Ubuntu server.

To calculate the md5sum of your image file, you can use a command line tool like http://www.md5summer.org/download.html for Windows (on Ubuntu it's the 'md5sum' command). Then compare the calculated value with the ones in this list http://releases.ubuntu.com/8.04/MD5SUMS.
So if you have the ubuntu-8.04-alternate-i386.iso, the calculated value should be 166991d61e7c79a452b604f0d25d07f9

If the file has a different md5sum than expected, I would recommend to download that iso again.

Next, to upgrade
A dialog will be displayed offering you the opportunity to upgrade using that CD.

Follow the on-screen instructions.

If the upgrade dialog is not displayed for any reason, you may also run the following command using Alt+F2:

gksu "sh /cdrom/cdromupgrade"

Again, If I have no internet to upgrade, what makes you think I can download the Alternate Cd and burn it? If I could download the information to make this Alternate CD, then I think I would be able to upgrade via the internet. What I am asking is Is there anyone who has a preburned Alternate CD that I can get. Or can I use the 8.04 disk I got in the mail to upgrade without haveing to completely reinstall. I have dial up and there is no way for me to get the upgrade or be able to download the information needed to make this Alternate CD.
